As it stands right now, people who are not logged in see GMT for their default timezone. How do I set this to the server's timezone, or rather, to any timezone I wish?

I totally thought there was code that did this at some point in time in Bugdar's evolution. However, I can't seem to find any vestigial fragments of this working in the 1.1 branch. This option should definitely be in there. Slating for inclusion in 1.1.4 if the date formatting ISSO module supports it. If not then it will be in 1.1.5.
